FRANKFORT, Ky. — Fresh off of receiving approval to raise rates, Kentucky Power is asking state regulators to reconsider parts of their decision, warning the current order could hurt the utility’s finances and reliability. On Feb. 28, the Kentucky Public Service Commission granted a rate increase that would generate an additional $55 million a year for Kentucky Power, after the company had requested $77 million. VICCO, Ky. — A Perry County man has been charged with murder in connection with a fatal side-by-side crash last month.  Noah Back, 26, of Vicco, was arrested on a charge of murder Saturday, according to Sheriff Joe Engle.  “After conferring with Commonwealth Attorney John Hansen, we have established that probable cause exists that the actions Noah Back took on Feb. 28, exhibited extreme indifference to human life which resulted in the death of 16 year old Miss Emilynn Clark,” Engle said in a statement released on his office’s Facebook page.  The crash happened Feb. 28 near Oakwood Ave. in […]
